I think this is the "key quotation" of this scene, because you can see how Inida has changed while Gandhi's absence. (Mr. Münch cut this scene off) I think this pause of the action should effectuate that the viewers become a feeling for the situation in India at that time. But I don't think that this is a key scene, because it just shows the behaviour and the attitude of the British. But we know their attitude, so this massacre isn't really unexpected.
